ADVISORY BCWD Issues Strong Reminder as 88 Service Connections Already Charged for Illegal Reopening (November 14, 2025 4:00PM)

The Butuan City Water District (BCWD) reiterates its call for all concessionaires to refrain from illegally reopening water meters that have been disconnected due to unsettled accounts. This reminder comes as BCWD records a total of 88 service connections already charged with illegal reopening to date.
BCWD stresses that the unauthorized restoration of disconnected water service is illegal. Should a disconnected meter reflect water consumption, the following actions will be immediately implemented:
• Pull-out of the water meter; and
• Issuance of charges for illegal reopening.
Unauthorized reconnection constitutes a violation of Republic Act No. 8041, or the National Water Crisis Act, under its Anti-Pilferage Clause. The act clearly prohibits tampering with or illegally restoring water service connections, and violations may bring forth both administrative penalties and legal consequences.
Upon reactivation of a disconnected account found to have been illegally reopened, concessionaires will be required to settle the following fees and charges:

BCWD continues to urge all concessionaires to settle their overdue accounts promptly and avoid any attempts to tamper with or illegally reconnect water meters. Such actions not only result in substantial additional charges but may also lead to prosecution under the Anti-Pilferage provisions of the National Water Crisis Act.
The District appeals to the public to remain vigilant. Any suspected incidents of illegal reopening of disconnected water service should be reported immediately to the BCWD Call Center at 09189304234 or 09171888726.
